OP28 in November is being hosted by the United Arab Emirates (UAE), a major oil and gas producer. The COP President will be Sultan Al Jaber, the CEO of ADNOC, one of the world’s biggest oil companies. It’s attracted heavy criticism from many quarters. Robin Mills at the Center on Global Energy Policy reviews the contradictions inherent in a leading fossil producing nation hosting the world’s most important decarbonisation forum. The Gulf states argue that mainstream net-zero scenarios still give a prominent role for oil and gas through to 2050. The challenge is to decarbonise it with carbon capture, and Gulf countries are major investors in the new technology. What’s more, as fossil demand plateaus and declines, Gulf states should increase their fossil market share for the sake of the climate because they are low-cost, low-carbon, politically stable producers.
